A California county judge has ruled that efforts by opponents to a ballot measure to determine whether voters favor a Las Vegas-styled casino in Richmond were insufficient to keep the measure off the ballot.

The $1.2 billion casino is being proposed by a Northern California American Indian Tribe. Opponents said the ballot measure did not guarantee that locals would be hired.

The judge said the casino proponents had not used false or misleading statements and the people should be given an opportunity to express their will regarding the casino.
