At least three developers plan to bid for the second Philadelphia casino license. The license became available when Foxwoods Resorts failed to find the necessary financing to follow through on the development.

Identified as joining Penn National Gaming Inc. (PENN) and a well-known local developer in bidding for the license is Steve Wynn and his Wynn Resorts Ltd. (WYNN). Wynn had indicated an interest in joining with Foxwoods when the original license was being offered but he later backed out.

The three may have company. One of Philadelphia’s congressmen said he would like the city to develop the casino on city property with city funds.
