California Gov. Gray Davis has put a moratorium on new gambling compacts, putting several tribes in a state of limbo regarding their casino plans.

The governor said compact negotiations would not resume until a lawsuit challenging Proposition 1A was resolved. The proposition allows slots and banked card games at tribal casinos.

The moratorium will effect at least nine tribes that are negotiating compacts that would allow gambling on their reservation. There are already 47 tribal casinos in California.
