The Kansas Lottery now has three applicants seeking contracts to operate a state-owned casino in Sumner County.

The Lottery said St. Louis-based Foxwoods Development Co. filed its application Wednesday for the south-central Kansas casino.

Also applying is a partnership of Topeka-based Equity Ventures and two former top officials of Mandalay Resort Group in Las Vegas.

The third applicant is Lakes Entertainment Inc., of Minnetonka, Minn., which manages three tribal casinos in Michigan, California and Oklahoma.

The application process was reopened when Harrah's Entertainment Inc. withdrew in November, citing the economy.
