The Grand Victoria could have gotten off for $90,000 instead of a $7 million fine for alleged mob ties and records destruction, according to an Associated Press story.

The casino believed that the fine would have been considerably less if an admission of wrongdoing was submitted to the Illinois Gaming Board.

Board spokesman Gene O'Shea said the group "strongly disagrees with the assertions." O'Shea would not say whether the board made any other statement before the fine.
