The Wheeling Downs Race Track applied to the West Virginia Lottery Commission for a $68 million expansion that includes 674 additional video slot machines.
"Wheeling Downs is relatively amenity poor, which puts us at a competitive disadvantage," said Scott Cooper, the track's president and general manager. "The plan addresses those needs."
The action follows what Wheeling Downs officials indicated they would do at last month's Global Gaming Expo at the Las Vegas Convention Center.
Cooper said the track should have all the approvals in place by January.
