Wisconsin Gov. Scott McCallum said he would not authorize building more casinos to generate revenue.

Wisconsin faces a budget shortfall. The state could lose between $300 million and $1 billion in income and sales tax revenue in the wake of the Sept. 11 attacks.

"Seventeen casinos are enough," McCallum told the Associated Press. "I don't see casinos fitting into our new economy."
