The future of widespread gambling in California could rest in four Bay Area card clubs.

Proposition 1A, which allowed gambling resorts to be built on Indian reservations, is being challenged on the grounds that the law has created a monopoly in the industry.

The card clubs argue that business has been lost to the widespread expansion of Indian-owned gaming facilities across California.

California tribes contend that the state and federal government can not adequately represent their interests since Indian reservations are sovereign and can not be sued.
