CHRB's efforts to begin exchange wagering foiled

Efforts by the California Horse Racing Board (CHRB) to expedite the beginning of exchange wagering in that state were foiled last week when the state’s Office of Administrative Law disapproved the regulatory package containing 25 proposed rules.

The rules had been approved by the CHRB on November 15, 2012, but were submitted to the state review on January 31.

After a detailed review, OAL disapproved the regulatory package for failure to comply with the specified standards of necessity, consistency and clarity in eight of the 25 proposed regulations.

The CHRB said it would re-submit the proposals after having addressed the OAL’s concerns.
