Mobile sportsbooks can finally begin applying for sports betting licenses in Maryland.

The announcement came this morning from the Maryland Lottery and Gaming Control Agency, or MLG, which will work with regulators on the Sports Wagering Application Review Commission (SWARC) to vet up to 60 potential mobile sports betting licensees. Up to 30 competitive retail sports betting licensees will be vetted through a separate application process, also starting today.

According to MLG officials, the first mobile licenses could be issued within 90 days, putting Maryland mobile sports betting on track for launch by the end of 2022.  Sportsbooks that meet SWARC rules of having a proven track record in other states would likely be among the first to launch, putting brands like FanDuel, DraftKings, Caesars, BetMGM, in the running early.

“This is fantastic news,” MLG Director John Martin said in a press release. “We know sports fans are eager to have mobile wagering, and we also know that it will substantially increase the contributions to education funding, so we’re eager too.

“We’ve been doing everything we can to  have it launch before the end of the year, and now we have a good chance to make that happen.”

Mobile Application Deadline Is Oct. 21

Businesses and individuals have 45 days to submit their applications to SWARC, with the applications and related information — including information on non-refundable license fees — available at swarc.org/applications. The deadline to apply is Oct. 21.

SWARC has up to 45 days to review the applications and make a decision once the deadline has passed.

At the same time, applicants will have 30 days after submitting their SWARC application to submit financial and other requested data to MLG for a required background investigation. MLG must investigate all applicants and determine if they are qualified for a mobile or competitive retail license.

“Maryland Lottery and Gaming has been hard at work on background investigations,” Martin said in a press release today.  “A number of businesses that are planning to apply for mobile licenses have already submitted information to get their investigations started, and our Licensing staff will continue guiding them through the qualification procedures.

“We’re focused on expediting our part of the process so mobile betting can start as soon as possible,” he said.

Maryland already has live retail sports betting. Retail sportsbooks have been approved by SWARC and MLG at 11 of 17 locations designated for sports betting in the state’s 2021 sports betting law. Six of those sportsbooks are now operational (MGM National Harbor (Prince George’s County), Live! Casino (Anne Arundel County), Horseshoe Casino (Baltimore City), Hollywood Casino (Cecil County), Ocean Downs Casino (Worcester County), and Bingo World (Anne Arundel County).
