For that reason, many social casinos do not accept players in Idaho, Michigan, Nevada, and Washington. Many no longer accept players in Georgia, Kentucky, and Montana either.

CaliforniaRules laid down by the Department of Justice state that legitimate sweepstakes “are free and by chance.” It is “illegal to require you to buy something or pay to enter to increase your odds of winning.”
ColoradoSection 6-1-802 of the Colorado Revised Statutes refers to sweepstakes as “any competition, giveaway, drawing, plan, or other selection process or other enterprise or promotion in which anything of value is awarded to participants by chance.” Sites must also add this disclosure: “No purchase or payment of any kind is necessary to enter or win this sweepstakes.”
ConnecticutTraditional online casinos are legal in Connecticut, but you can use social casinos if you like.
DelawareTraditional online casinos are legal in Delaware, but you can use social casinos if you like.
FloridaSection 849.094 of the 2023 Florida Statutes defines a “game promotion” as “a contest, game of chance, sweepstakes, or gift enterprise, conducted by an operator within or throughout the state and other states in connection with and incidental to the sale of consumer products or services, and in which the elements of chance and prize are present.” The maximum prize you can win from a single hand or spin in Florida is equivalent to $5,000.
GeorgiaThe 2010 Georgia Code allows “the distribution of prizes, gifts, awards, or other items” via “promotions or promotional contests involving an element of chance.”
HawaiiSweepstakes are permitted in Hawaii, provided they are free to enter. The only stipulation is that if the prize includes travel, the sponsor must complete a “Sellers of Travel” registration, although that is unnecessary for social casinos.
IdahoDoes not allow promotional sweepstakes play at social casinos.
IllinoisThe Illinois Prizes and Gifts Act allows sites like WOW Vegas and McLuck to offer promotional sweepstakes contests.

MaineRules issued by the Department of Public Safety define a “game promotion” as any “game, contest, sweepstakes, advertising scheme or plan, device, or promotion that is conducted in connection with the promotion of products or services in which a person may enter to win or become eligible to receive a prize with or without payment of something of value; and where the determination of a winner is based upon chance.”
MarylandMaryland Business Regulation Code § 6-503 stipulates that players cannot “buy goods or services” in order to receive a prize.
MassachusettsTitle 940 of the Code of Massachusetts Regulations defines lawful sweepstakes as “any game, advertising scheme or plan, or other promotion, which, with or without payment of any consideration, a person may enter to win or become eligible to receive a prize, the determination of which is based upon an element of chance.”
MichiganDoes not allow promotional sweepstakes play at social casinos. Traditional online casinos are legal in Michigan.
MinnesotaChapter 325F of the Minnesota Statutes states that “no sponsor shall require a person in Minnesota to pay the sponsor money as a condition of awarding the person a prize.” The prize must be issued “not later than 30 days after making the representation.”
MississippiSweepstakes are permitted in Mississippi, provided the sponsor issues prizes based on chance instead of skill. They must also be free to enter.

New JerseyTraditional online casinos are legal in New Jersey, but you can use social casinos if you like.
New MexicoThe New Mexico Consumer Protection Regulations define sweepstakes as “game promotions.” They are legal if they focus on games of chance and must be free to enter.
New YorkState law permits sweepstakes, provided no purchase is necessary to win. The maximum prize you can win is equivalent to $5,000 at social casinos in New York, the bonding threshold. Florida and New York are the only states in which those upper limits exist.
North CarolinaNorth Carolina regulations state that a lawful sweepstakes is “any game, advertising scheme or plan, or other promotion, which, with or without payment of any consideration, a person may enter to win or become eligible to receive any prize, the determination of which is based upon chance.”
North DakotaChapter 53-11 of the North Dakota Century Code declares that “a sponsor may not require a person to pay the sponsor money as a condition of awarding the person a prize, or as a condition of allowing the person to receive, use, compete for, or obtain information about a prize.” Prizes must be issued within 30 days.
OhioSection 2915.01 of the Ohio Revised Code states that lawful sweepstakes include “any game, contest, or promotion where no payment or consideration is required for a person to participate or become eligible to receive a prize, with the outcome determined by chance.”
OklahomaThe Oklahoma Consumer Disclosure of Prizes and Gifts Act dictates that “it is unlawful to notify any person by any means, as a part of an advertising plan or program, that the person has won a prize and that as a condition of receiving such prize the person must pay any money or rent any goods or services.”
OregonOregon sweepstakes law defines them as “a procedure for awarding a prize that is based on chance.” It also states that the prize must be described clearly.
PennsylvaniaTraditional online casinos are legal in Pennsylvania, but you can use social casinos if you wish.
Rhode IslandTraditional online casinos are legal in Rhode Island, but you can use social casinos if you like.
South CarolinaSection 35-15-30 of the South Carolina Prizes and Gifts Act explains that “the recipient of the prize, gift, or item of value must be given the prize, gift, or item of value without monetary obligation. The prize, gift, or item of value must be delivered to the recipient at no expense to the recipient within 10 days of the representation.”
South DakotaAccording to South Dakota Codified Law 37-32, the recipient of a sweepstakes prize should not be “required to attend any sales presentation or spend any money in order to receive the item offered in the promotion.”
TennesseeTitle 47 of the Tennessee Code states that sweepstakes participants must not be required to “pay the sponsor money as a condition of awarding the person a prize,” and the prize must be issued within 30 days.
TexasTitle 13 of the Texas Business and Commerce Code declares it is “illegal to give any advantage to buyers in a sweepstakes." Any site running a sweepstakes may not “require an individual to order, purchase, or promise to purchase a good or service to enter the sweepstakes.”
UtahSweepstakes in Utah must be free to enter and focus on games of chance. The Prize Notices Regulation Act defines a prize notice as “a representation that the individual has been selected or may be eligible to receive a prize.”
VermontTitle 15, Chapter 31 of the Vermont States dictates that “a person may organize, execute, or participate in a contest or game of chance, including a sweepstakes, provided that persons who enter the contest or game of chance are not required to venture money or other valuable things.”
VirginiaThe Prizes and Gifts Act permits sweepstakes in Virginia. The law states that players must receive prizes without obligation, at no expense, and within 10 days of the representation.
WashingtonMost social casinos do not accept players in Washington.
West VirginiaTraditional online casinos are legal in West Virginia, but you can use social casinos if you like.
WisconsinThe Wisconsin Department of Administration explains that “three elements – prize, chance and consideration – must be present in any promotion conducted in the state of Wisconsin in order for the promotion to constitute an illegal lottery.” A site must remove one of those elements to offer a legal sweepstakes, so they remove the need for consideration, meaning sweepstakes must be free to enter.
