New York banned dual-currency redemptions when Gov. Kathy Hochul signed S5935A on Dec. 5, 2025, effective immediately. Indiana followed with HB 1052, signed March 12 and effective July 1. Maine’s LD 2007 took effect in mid-July, and Tennessee enacted its own ban, HB 1885/SB 2136, on May 22.

Louisiana raised the stakes further. HB 53 and HB 883, effective Aug. 1, reclassify dual-currency sweepstakes as gambling by computer and a racketeering offense, replacing the state’s earlier reliance on general gambling and consumer-protection statutes with a dedicated law carrying penalties up to $100,000 and five years in prison. Oklahoma’s SB 1589 takes a similar felony-level approach starting Nov. 1, and Iowa’s SF 2289, effective July 1, gave the state Racing and Gaming Commission new cease-and-desist power over unlicensed operators. That’s an enforcement tool rather than an outright ban, but it puts sweepstakes platforms on notice. These join earlier bans in Connecticut (June 2025), New Jersey (August 2025), and Montana, the first state to act, in May 2025.

Not every headline has become law. Maryland, Mississippi, Virginia, Wyoming, and Washington, D.C. all have sweepstakes-related bills moving through their legislatures, but none had passed as of this writing, so treat “coming ban” coverage of those states as pending, not final. Here’s how these rules play out today in four of the country’s largest markets:

California

California’s AB 831 banned the sweepstakes-casino model outright, effective Jan. 1, 2026. The law extends liability beyond operators to payment processors and affiliates, which is why virtually every major social casino has fully geoblocked California rather than attempt a Gold Coin-only workaround. If a site claims to still operate for California residents, treat that as a warning sign rather than a selling point.

Texas

Texas has no legal framework for real-money online casino games or online sports betting, but that restriction doesn’t extend to social casinos. Florida

Florida still allows sweepstakes-style social casinos under its state sweepstakes statute, and the model remains available to Florida players on most major platforms. But the ground shifted on Aug. 20, 2026, when Attorney General James Uthmeier sued two of the industry’s largest operators, Stake and VGW (which runs Chumba Casino, LuckyLand Slots, and Global Poker), calling their sites illegal online gambling operations. The lawsuits ask a court to bar the companies from doing business in Florida, force forfeiture of prior player winnings, and impose civil penalties of up to $15,000 per willful violation. No law has changed yet, so this is enforcement, not new legislation, but it’s the most direct legal challenge any state has brought against sitting sweepstakes operators. For now, treat Florida as active and available, while watching closely for how the lawsuits play out.

New York
