Georgia Sports Betting: When Will GA Sportsbook Apps Launch?
Georgia sports betting is not currently legal. Despite being one of the most populous states in the South, Georgia has yet to pass legislation to permit online sports betting.
GA lawmakers have introduced several bills that would have created a sports betting industry in the state, but they have all failed. Nevertheless, opinion polls reveal that Georgia residents support some form of online sportsbooks.
In 2024, two bills that would have allowed sports betting apps failed to pass either or both chambers. Gov. Brian Kemp has expressed interest in signing legislation to make online sports betting legal, and efforts will likely continue toward that goal in the future.

Is Sports Betting Legal in Georgia?
Georgians have expressed their keen interest in legal sports betting apps, but their lawmakers have failed to pass legislation. Currently, no sports bets can be placed legally in Georgia.
The most recent failure at GA sports betting occurred in March 2024, when Senate members bickered over how tax revenue would be divided.
“I just hate to see it all fall apart over how the money is going to be divided,” said GA Rep. Kasey Carpenter, a Republican who supported a measure that became SB 386. “At the end of the day, I think it’s going to provide funds that aren’t being provided to education and in the long run will be better for all Georgians.”
Where tax revenue would be spent became an issue in the House, as representatives debated how much money would go to education, problem gambling initiatives, and the general fund. Ultimately, sports betting was never voted on in the Senate, and Georgians missed another opportunity to have legal sportsbooks in their state.
Bills introduced in 2024 and 2023 called for sports betting operators to be taxed at 25% of their adjusted gross gaming revenue, with a minimum betting age of 21.
When Will Sports Betting Be Legal in Georgia?
Georgia will not be able to take up the matter of legal online sports betting until early 2025. Even if the GA legislature passes a bill and the governor signs it into law, sports betting may not be launched until 2026.
What’s Happening in Georgia Sports Betting Right Now
- October 16, 2024:Atlanta will host Super Bowl LXII in 2028 at Mercedes-Benz Stadium. Following unsuccessful legalization efforts in 2024, the pressure to allow Georgia sports betting is expected to continue rising.
- June 27, 2024:With the first pick in the 2024 NBA Draft, the Atlanta Hawks selected forward Zaccharie Risacher, one of four French players taken in the first round. The 19-year-old Risacher played the past year for JL Bourg in France’s LNB Elite league and averaged 11.1 points and 4.0 rebounds.
- June 20, 2024:The daily fantasy sports platform PrizePicks announced a partnership with State Farm Arena in Atlanta. As part of the partnership, PrizePicks will receive in-arena signage in State Farm Arena for every concert, hip hop show, comedy show, and other sporting events. The news comes on the heels of PrizePicks’ recent developments in Atlanta including a new 33,000-square-foot headquarters, as well as an extension of its partnership with the Atlanta Braves.
- March 29, 2024:Georgia sports betting once again failed to advance. The state encountered a roadblock during the final day of the legislative session, when a resolution to bring sports betting to the state failed to secure approval.
- March 20, 2024:The Higher Education Committee of the Georgia House convened to deliberate on SR 579, which complemented SB 386, a legislative proposal to legalize sports betting within Georgia. The lack of educational awareness surrounding the subject was an ominous sign that lawmakers aren’t sufficiently immersed in the topic to drive it forward.
- March 14, 2024:The Georgia House of Representatives conducted an inaugural hearing on a proposal to legalize online sports betting in Georgia. The Georgia Senate initially passed this bill in early February.
- February 29, 2024:The Georgia Senate approved SR 579 without any alterations in what was a major step toward the realization of a statewide referendum on Georgia sports betting. SR 579, which looks to legalize sports betting in Georgia, garnered significant support with a decisive vote of 41 in favor and 12 opposed.
- January 30, 2024:A Georgia sports betting bill was introduced to the Senate to legalize retail and online sports betting in the state. The bill, SB 386, took an unconventional route as it sidestepped the need for a constitutional amendment.
Georgia Sports Betting Bills
The 2023-24 lawmaking season showed a little momentum toward legalization. But the issue will need to be taken up again with some new state representatives in office for the next session. How to spend tax revenue has become a hotter issue than whether the state should have sportsbooks.
SB 386, SR 579: Legalization and Taxation of Sports Betting
SB 386 supported SR 579, which would have permitted as many as 16 mobile sports betting licenses. It passed in the Senate, 35-15. But lawmakers could not find common ground and the bill stalled in the House Higher Education Committee over how tax money would be spent. The decision to not act and vote on a sports betting bill came down to the final day of the 2023-24 legislative session on March 29.
GA Sports Betting Legalization Timeline
SB 57, the Georgia Sports Betting Integrity Act, loses by a vote of 37-19 in March.
HB 380, the Georgia Lottery Game of Sports Betting Act, is favorably reported by a House Committee in February, but fails to emerge from a subcommittee for a floor vote.
SR 140, a general law for sports betting, proposes an amendment to the state constitution so as to authorize the Georgia General Assembly to provide by general law for sports betting in this state. It seeks to provide for the regulation and allocation of revenues of such activities, to provide for related matters, to provide for the submission of this amendment for ratification or rejection, and for other purposes. It lost in a floor vote 44-12, in March.
House Speaker David Ralston, a Republican, opens the door to a gambling referendum back on Jan. 7.
“Maybe it’s time that we asked the question of Georgians whether they want to expand gaming, and if they say yes, then we sit down and decide what form it will take, whether it’s going to be sports betting, whether you do horses or destination resorts,” he said.
Rep. Ron Stephens has been a big proponent of sports betting legalization in Georgia. In March, he tried unsuccessfully to push legislation through the House. SB 142 and SR 135 passed the House Economic Development and Tourism Committee but never made it to the floor before the April 4 adjournment date.
“All you are doing today (is) taxing and regulating — and that’s all,” Stephens told members of the committee, “That’s because they’re already doing sports betting.”
Lawmakers got tied up on bills related to voting. Sports betting goes to the back burner.
Key Players in Push for Legal Georgia Sports Betting
The Senate chair of the Education and Youth Committee, Sen. Clint Dixon (a Republican representing Georgia’s 45th District), has sponsored or co-sponsored three bills to legalize sports betting. He’s cited the tax revenue that could be used for GA public education as a primary reason for his efforts. His bill, SB 386, became the first sports betting bill to pass in either chamber of state government in 2024. But language tacked on by other senators led to its failure in the House. A requirement for a constitutional amendment was a sticking point. Dixon disagreed with that outcome.
“There is no constitutional amendment required,” Dixon said, “because all the funds are going to the lottery to fund pre-K and HOPE.”
Several Republicans, including Sen. Bo Hatchett, have backed sports betting legislation. They’ve also welcomed a few Democrats to the effort, including Sen. Gloria Butler, the minority leader in the GA State Senate. Butler retired at the end of the session.
State professional sports teams have endorsed legal sports betting in Georgia. The Atlanta Braves, Falcons, and Hawks joined the Metro Atlanta Chamber of Commerce in a coalition to promote their support for sportsbooks in the Peach State.
On the other side, lobbying groups have advocated against sports betting on behalf of the Southern Baptist Church organization, according to reporting by Fox5 Atlanta.
