Is Sports Betting Legal in Iowa?

Less than one year after the US Supreme Court struck down the Professional and Amateur Sports Protection Act (PASPA) in May 2018, Iowa was one of the first states with legal sports betting.

In April 2019, the Iowa Senate voted in favor of legalized sports betting by wide margins. Support also came from both sides of the aisle, with the majority of Democrat and Republican lawmakers agreeing to the legality.

Just a few days later, the bill passed the Iowa House, and it received Gov. Kim Reynolds’s signature on May 13, 2019. It was officially legal to bet on sports in Iowa.

William Hill (now Caesars) opened the first four retail sportsbooks in the state at Prairie Meadows, Lakeside Casino, Isle Casino Bettendorf, and Isle Casino Waterloo. The company took the state’s first sports bets on Aug. 19, 2019. It was also the first online sportsbook to go live. At the time, customers had to visit a casino to register. From there, they could bet online.

How we got here

Sports betting became much more convenient at the start of 2021 when the in-person registration requirement expired. Iowa bettors could now sign up for online sportsbooks from anywhere in the state. They didn’t have to register in person at a casino, and they weren’t limited to that casino’s retail sportsbook.

Governor Reynolds signed a gaming expansion bill to allow pro draft bets and award bets like the Cy Young winner, Super Bowl MVP, or the Heisman Trophy on June 17, 2022.

Iowa Sports Betting Recent Updates

  • April 8, 2024:

    Iowa’s top five online sportsbooks for handle in March were DraftKings ($98.8 MM), FanDuel ($67.7 MM), Caesars ($30.4MM), BetMGM ($17.9MM), and ESPN Bet ($10.7 MM). Bet365 ($8.8 MM) and Fanatics ($6.7MM) are the only other sportsbooks to collect more than $5 million in bets.

  • March 15, 2024:

    DraftKings remained the top sportsbook in Iowa, with $81.4 million changing hands in February. FanDuel claimed the No. 2 spot, with $55.4 million in handle. Rounding out the top five were Caesars ($23.2 million), BetMGM ($12 million) and ESPN Bet ($10.9 million).

  • March 5, 2024:

    Betway reached out to Iowa customers about an upgrade that could disrupt the betting experience for a short amount of time. The company will launch a new Betway app that promises a “faster and smoother” performance in two weeks. Your balances won’t transfer to the new app. Betway encourages Iowa customers to withdraw the money in their accounts as soon as possible. When Betway is back online, customers must create and verify a new account. Unsettled bets can be carried over, however.

  • February 28, 2024:

    The Iowa college sports betting scandal resurfaced in court filings this week. Attorneys representing four Iowa State University athletes have asked the court to throw out geolocation evidence from the sports betting probe because it was obtained illegally. In total, the Iowa Division of Criminal Investigation used app locating software to charge about two dozen Iowa and Iowa State athletes with illegal sports betting.

  • February 12, 2024:

    DraftKings leads the Iowa market in online betting at $86.6 million, according to January numbers from the IRGC. FanDuel is second for the month in handle at $66.1 million. Rounding out the top five are Caesars ($31.8 million), ESPN Bet ($16.7 million), and BetMGM ($14.8 million).

  • February 6, 2024:

    Fanatics Sportsbook made its debut Tuesday in Iowa. The rebranding is part of a national transition from PointsBet to the Fanatics brand. Usernames, passwords, account balances, rewards points, and responsible gaming settings will be automatically migrated to Fanatics Sportsbook. Catfish Bend Casino visitors in Burlington will also see a name and management change in the sports betting lounge. You’ll find more self-service betting kiosks as part of the upgrades.

  • January 31, 2024:

    The Kansas City Chiefs reached the Super Bowl for the fourth time in five years. That means bettors in northern Missouri may cross the Iowa border to place a bet. Missouri doesn’t have online sports books. The Chiefs face the San Francisco 49ers on Feb. 11.

  • January 18, 2024:

    The pace of sports betting slowed slightly in December compared to November. The $282.7 million handle (amount of money placed by customers) was down about 2.7% from November, according to the Iowa Racing and Gaming Commission. Sports fans have less college football to bet in the last month of the year. However, when comparing December 2022 to December 2023, sports betting volume was up 23%.

  • December 26, 2023:

    Iowa sports bettors passed the $1 billion mark from July to November of the current fiscal year, according to the Iowa Racing and Gaming Commission. The state still has seven reporting months left before it closes out the books in FY24. The Super Bowl and March Madness are still on the horizon.

  • November 22, 2023:

    Iowa customers have placed more than $7 billion in sports bets since the wagering option became legal in August 2019. The state officially reached the milestone once October 2023 numbers were released by the Iowa Racing and Gaming Commission.

  • October 13, 2023:

    September sports betting in Iowa is up 23% from the same month a year ago, according to the Iowa Racing and Gaming Commission. The state took in $245.8 million for the first full month of the current football season. The total was $200.2 million a year earlier.

  • September 8, 2023:

    Five Iowa State and Iowa athletes entered Sept. 6 guilty pleas to underage gambling as the athletic departments at each university also sort out the NCAA penalties. The underage gambling charges are simple misdemeanors. In exchange for the pleas, the five athletes had tampering with records charges dropped. That aggravated misdemeanor carried a potential two-year prison sentence. More than a dozen athletes from both schools face charges and have their eligibility in jeopardy because regulators looked into gambling activity at the campuses.

College Sports Betting in Iowa

Iowa boasts four college teams that play at the D1 level in football and basketball. The Iowa Hawkeyes and Iowa State Cyclones are the two most popular college programs by far.

However, you can only bet moneyline, spread, or total for in-state college sports. Player stat bets are only allowed for out-of-state college teams and professional sports.

Iowa Hawkeyes

In 2023, Iowa’s football team won the Big Ten West and earned a trip to the Citrus Bowl on New Year’s Day.

The Hawkeyes won the NCAA-recognized Football Writers Association of America’s National Championship in 1958. Iowa has been invited to 36 bowl games, counting the Covid-cancelled 2020 Music City Bowl.

In basketball, the Hawkeyes have experienced mixed results in the 2023-24 season. The team has been a reliable March Madness participant under coach Fran McCaffery. They’ve taken the court in each of the last four NCAA Tournaments. Their Final Four appearances took place in 1955, 1956, and 1980.

Iowa State Cyclones

Iowa State’s football team fell short of a winning record overall and stayed home during bowl season in 2022, but coach Matt Campbell’s program is back in the bowl mix with a 2023 Liberty Bowl invite. He helped the Cyclones bring a Fiesta Bowl trophy back to Ames after the 2020 season as well.

The basketball program is ascending after a dismal two-win season in 2020-21. Coach T.J. Otzelberger promptly led the Cyclones to back-to-back NCAA Tournaments, including a 2022 spot in the Sweet 16. Folks in the bracket projection business think the Cyclones will have a spot in the 2024 edition of the NCAA Tournament as well.

Northern Iowa Panthers

While the Hawkeyes and the Cyclones reign supreme as the state’s most popular college teams, the Northern Iowa Panthers basketball program breaks through on the national level from time to time as well.

One of the most iconic scenes of March Madness features Ali Farokhmanesh burying a three-point shot to knock off No. 1 overall seed Kansas in the 2010 NCAA Tournament. They returned to March Madness in 2015 and 2016 and still have one of the better programs in the Missouri Valley Conference.

The above-average football program competes at the FCS level, so betting lines during the regular season are harder to come by.

Drake Bulldogs

The Drake Bulldogs basketball team is on to something special under coach Darian DeVries. The former Creighton assistant led the 2020-21 team to a First Four March Madness win over Wichita State in Dayton. They returned as the Missouri Valley Conference automatic qualifier in 2023. The Bulldogs proved to be a tricky 2023 March Madness hurdle for eventual Final Four participant Miami (FL).

Drake has an FCS football program but the Bulldogs play in a non-scholarship conference. That leaves them a step below UNI and other programs. They still have a shot at the FCS Playoffs each year because the Pioneer League has an automatic bid available. In fact, they made their FCS Playoff debut in 2023.

MLB Teams

In 2019, SeatGeek released a map that showed the most popular sports teams by county in Iowa. The most popular team was the Kansas City Royals, followed by the Chicago Cubs, Minnesota Twins, and St. Louis Cardinals, respectively. The Milwaukee Brewers and Chicago White Sox are within driving distance and are worth a mention as well.
