Is Sports Betting Legal in California?
No, sports betting is not legal in California. As of July 2026, California remains on the sidelines even as dozens of other states have launched regulated markets. With tribal leadership opposing the effort, the initiatives were withdrawn before reaching the ballot.
When Will California Sports Betting Be Legal?
A new proposal could still appear on the November 2026 ballot, but many stakeholders have suggested a longer runway. In recent public discussions, tribal leaders and industry observers have pointed to 2028 as a more realistic target for a launch, with added focus on building internal consensus around a tribal-led framework for a regulated market.

- August 9, 2024: Matthew Bowyer, the bookie for Shohei Ohtani’s former interpreter (Ippei Mizhuhara) pleaded guilty to federal charges and is scheduled to be sentenced on Feb. 7, 2025. Federal prosecutors said the maximum sentence would be 18 years in prison.
- August 1, 2024: During a presentation at the Jockey Club Round Table Conference on Matters Pertaining to Racing in Saratoga Springs, Gary Fenton, chair of the Thoroughbred Owners of California, made the case for the national racing industry to assist the California circuit, Daily Racing Form reports. The California circuit has struggled with field size and purse money and, unlike many other jurisdictions, does not receive any subsidies from casino gambling.
- June 28, 2024: The SCOTUS decision not to address the issue of legal sports betting in Florida could have implications for California sports betting through the new interpretation of the Indian Gaming Regulatory Act, Gaming Today reports.”This opens up new avenues for us to utilize and look at as potential opportunities,” said California Nations Indian Gaming Association chairman James Siva. “But our timeline remains the same even with this decision.”
- June 9, 2024: The end of an era in California horse racing was reached when Golden Gate Fields closed for good after more than 80 years in operation. Originally opened in 1946, it became the fourth California racetrack to close since 2008.
- June 4, 2024: Major League Baseball announced San Diego Padres’ Tucupita Marcano was banned for life for violating the league’s sports betting rules and policies. Four other players received one-year suspensions for other gambling-related violations. According to MLB, the betting data does not suggest that any outcomes in the games bet on by these players were compromised, influenced, or manipulated in any way.
- May 16, 2024: During a meeting of the California Horse Racing Board, executive director Scott Chaney said industry stakeholders and the board would need to determine an allocation of costs to fund the CHRB.
- May 10, 2024: If California sports betting is to become a reality, it will have to be supported and controlled by the tribes. CDC Gaming reports this message was stressed during a panel discussion at the SBC Summit North America. During the panel, Frank Sizemore, vice president of strategic partnerships for FanDuel, said, “We just want to prove that we can be good long-term partners for tribes.”
- May 9, 2024: Ippei Mizuhara, the former interpreter for Los Angeles Dodgers star Shohei Ohtani, pleaded guilty to one count of bank fraud and another for subscribing to a false tax return. Federal prosecutors allege that Mizuhara stole nearly $17 million from Ohtani to cover gambling debts while working as Ohtani’s interpreter.
- March 20, 2024: Thoroughbred racing in California could be facing another huge blow. The Los Angeles Times reported that Craig Fravel, executive vice-chairman of Santa Anita Park’s parent company, 1/ST Racing, sent a letter to the California Horse Racing Board ahead of a March 21 meeting saying it would consider “an analysis of alternative uses” for Santa Anita if racing is authorized in Northern California at Pleasanton.
- March 7, 2024: FanDuel President Christian Genetski isn’t giving up on California sports betting but concedes it could be some years before such initiatives are legalized. In a panel discussion at the Western Indian Gaming Conference, Indian Gaming reported that Genetski acknowledged mistakes made in pushing the FanDuel-supported Prop 27 and announced plans to “work more collaboratively with tribes.”
- February 11, 2024: The San Francisco 49ers’ quest for a sixth Super Bowl title again fell short. After jumping out to a 10-point lead, the Niners were defeated in overtime by the defending champion Kansas City Chiefs, losing 25-22 in Super Bowl 58. San Francisco was seeking its first NFL championship since 1995.
- January 23, 2024: California sports betting won’t be legalized anytime soon. PlayUSA reported that the proponents of the latest California sports betting initiatives will not pursue efforts to get the initiative on the ballot against opposition from California gaming tribes. 2026 is the earliest another initiative could materialize, but 2028 is more likely.
- January 4, 2024: In the latest effort to make California sports betting legal, the CA Attorney General has published two ballot initiatives to legalize retail and online sports betting. While state tribes can begin collecting signatures, EGR Global reports that both measures are expected to fail due to a lack of support from the tribes.
- December 15, 2023: The California Nations Indian Gaming Association, the largest California Tribal Gaming Association, announced via a press release that its 52 members voted unanimously to oppose two sports wagering initiatives, including recent amendments filed with the California Attorney General’s office.
- December 5, 2023: Eagle1 Acquisitions Corp., LLC, backers of the proposition to bring legalized sports wagering to California, announced via a release it submitted amendments to its Sports Wagering Regulation and Tribal Gaming Protection Act to the state’s Attorney General. The amendments are based on feedback Eagle1 received from tribal leadership, out-of-state operators, regulators, and other stakeholders. They comprise an effort to make the proposition more beneficial to California tribes.

While neither measure was approved, the effort to legalize sports betting in California is not over. The biggest obstacle in crafting successful CA sports betting legislation, however, is that any measure must gain the backing of the state’s tribal entities.
“Our coalition knew that passing Prop 27 would be an uphill climb, and we remain committed to California,” Nathan Click, a spokesperson for the Yes on 27 campaign, said in a statement. “This campaign has underscored our resolve to see California follow more than half the country in legalizing safe and responsible online sports betting.”
Polls and Public Opinion on California Sports Betting
The divisive nature of Prop 26 vs. Prop 27 inspired some strong opinions regarding legal sports betting in California.
While Gaming Today reported the California Democratic Party took conflicting positions on the two sports betting initiatives in July, the Mercury News, one of the San Francisco Bay Area’s leading news sources, wrote a scathing editorial in which it urges readers to vote “no” on both propositions.
The Public Policy Institute of California released polling results from Sept. 2-11, 2022, regarding several election topics, including Prop 27. It surveyed 1,060 likely California voters. Of those respondents, 54% said they planned to vote no on Prop 27, 34% planned to vote yes, and 12% were undecided.
A survey from California Casinos conducted in August 2022 revealed that 90% of Californians interested in sports betting think all fans want legal sportsbooks. That survey polled 600 respondents who identified as sports bettors or people interested in sports betting.
California DFS Sites in 2026
Daily Fantasy Sports (DFS) remains popular in the Golden State, but its legal status is under heightened scrutiny.
