Is Sports Betting Legal in Pennsylvania?

Both retail and online sports betting received the green light when Pennsylvania Gov. Tom Wolf signed a significant gambling expansion bill in October 2017.

Sports betting couldn’t launch at the time, however. The state had to wait for the US Supreme Court to strike down the Professional and Amateur Sports Protection Act (PASPA).

PASPA allowed sports betting in only four states and blocked the option everywhere else. The Supreme Court ruled that the 26-year-old act was unconstitutional in May 2018.

Hollywood Casino at Penn National accepted the first legal Pennsylvania sports bet in November 2018. Over the next two years, a dozen more land-based sports betting venues launched sportsbooks.

The state has 13 legal sportsbooks. A five-year sports betting license costs $10 million initially. Operators can then renew their sports betting license for $250,000.

Pennsylvania Sports Betting Updates and Timeline

  • March 20, 2024:

    Pennsylvania sports betting slipped for the third consecutive month, according to Pennsylvania gambling regulators. Sportsbooks collected just over $661.7 million in February. Numbers in December and January were down from November’s peak of about $934 million.

  • March 8, 2024:

    The gambling oversight company U.S. Integrity is taking a closer look at the Temple men’s basketball program, including the Temple-UAB game from Thursday night in Philadelphia. Monitors flagged the game after they saw a sharp point-spread shift in UAB’s favor throughout the day. The Blazers started the day as a 1.5-point favorite, but the betting line ballooned to 8 in the hours leading up to the game. The spread closed at about 7 points ahead of the tipoff. Sports Illustrated’s Pat Forde reports that U.S. Integrity has been watching the Owls for other games as well. Temple’s conference, the AAC, is aware of the suspicious activity. UAB easily covered the spread with a 28-point road win.

  • February 20, 2024:

    The state passed the $5 billion mark in betting for the budget year, according to numbers from the Pennsylvania Gaming Control Board. January numbers from the PGCB also pushed the state past the $100 million mark in FY 2024 taxes. Five months remain in the current budget year.

  • February 15, 2024:

    Super Bowl betting slipped a bit in 2024 without a local team as a betting option, according to numbers from the Pennsylvania Gaming Control Board. The state’s sportsbooks collected $71,554,099 in Big Game bets. The amount was down 15.1% from the $84,313,189 collected last season when Philadelphia represented the NFC. Revenue fell from $29.7 million to about $11.1 million.

  • February 6, 2024:

    Pennsylvania sports betting grew in 2023 despite the arrival of online options in neighboring Ohio. PA sportsbooks processed $7.68 billion in bets, up 6% from 2022. The state saw $458.6 million in revenue, up 14.3% from 2022.

  • January 29, 2024:

    Betr secured online sportsbook and casino access in Pennsylvania on Friday, Jan. 25. The app is already live in OH, VA and MA. It has a casino partnership with Cordish Gaming Group, which operates Live! Casino Hotels in Philadelphia and Pittsburgh.

  • January 22, 2024:

    Fanatics Sportsbook and Casino launched in Pennsylvania on Monday. It replaces the previously-branded “PointsBet, A Fanatics Exeperience” sportsbook in the Keystone State. PointsBet accounts — including usernames and passwords — will automatically be migrated over to the new Fanatics app.

  • January 19, 2024:

    The Pennsylvania Gaming Control Board reported $5.7 billion in revenue from iGaming, slot machines, table games, video gaming terminals, and fantasy contests in 2023. The total is up 9.3% from 2022. It created $2.34 billion in tax revenue for the state.

  • December 15, 2023:

    Pennsylvania set a new single-month sports betting record in October when sportsbooks collected $829 million from customers. It marked the first time the state surpassed the $800 million threshold.

    The previous record was set in October 2022 at $797 million.

  • October 26, 2023:

    BetMGM just renewed an agreement to remain the official sports betting partner of the Philadelphia 76ers. The tie-in gives BetMGM customers access to VIP fan experiences and watch parties. The Pennsylvania and New Jersey apps will feature exclusive in-market odds boosts. Fans and viewers will notice more courtside BetMGM signage at Wells Fargo Center too.

  • October 20, 2023:

    All forms of gaming, including casino games, sports betting, and fantasy contests generated $476.3 million, an increase of 6.2% compared to revenue generated in September 2022. Internet casino games (iGaming) set a revenue record at $159.5 million for September, according to the Pennsylvania Gaming Control Board.

  • October 13, 2023:

    Football drives sports betting in the fall, but Pennsylvania sportsbooks will get an added bump from postseason baseball bets. The Philadelphia Phillies reached the NLCS for the second consecutive season and should be favored over the Arizona Diamondbacks.

Philadelphia Eagles

The Eagles finally captured the Lombardi Trophy with a win in Super Bowl LII after the 2017 season.

Philadelphia has four Super Bowl appearances in total. The 2022 Eagles produced a classic in Super Bowl LVII. Rounding out the count are the 1980 team that appeared in Super Bowl XV and the 2004 team that appeared in Super Bowl XXXIX.

Philadelphia 76ers

First-year coach Nick Nurse and the front office worked out a new destination for James Harden, so the present and future are looking bright in the City of Brotherly Love.

The team broke a postseason drought in the 2017-2018 NBA Playoffs. Now they’re on a streak of six straight playoff appearances.

Philadelphia Flyers

The Flyers missed the NHL Playoffs for the third consecutive season and haven’t reached the conference final since the 2009-2010 season.

Their history dates back to 1967. The team has two Stanley Cup champion seasons, thanks to wins in 1973-74 and 1974-75

These days, they play their home games at Wells Fargo Center.

Pittsburgh Penguins

With five Stanley Cups, the Penguins lay claim to more NHL championship success than the rival Flyers.

Pittsburgh’s success includes three Stanley Cup championship wins in more recent times but they weren’t a part of the NHL Playoffs in 2022-23. Overall, they’ve reached the playoffs in each of the five years since their 2016-17 Stanley Cup, but they got bounced early on each time.

Philadelphia Phillies

The Phillies captured the 2022 NL pennant and reached the 2023 NLCS, but Philadelphia came up short in both attempts for a third title. Philadelphia’s previous World Championships came in 1980 and 2008.

They added pennants in 1915, 1950, 1983, 1993, and 2009 to go with 2022’s NLCS win.

Pittsburgh Pirates

The Pirates missed the postseason, but the team had a fast start in 2023. That may mean a deep farm system is coming around. Pittsburgh also has one of the sport’s best stadiums.

It’s the Pirates who have a better overall history in Pennsylvania as well. Pittsburgh holds five World Series titles: 1909, 1925, 1960, 1971, and 1979. They took the NL pennant to earn four more Fall Classic appearances in 1901-03 and again in 1927.

College Sports Betting is Legal in PA

While some states block bets on in-state college programs, that’s not the case in the Keystone State. Pennsylvania sportsbook apps have some of the most customer-friendly options in the US. The only restriction is that you may not bet on individual player props for college events.

Penn State Nittany Lions

The Penn State football program is one of the most decorated programs in NCAA football history. Penn State holds two National Championship titles and perennially contends as one of the Big Ten Conference’s top teams.

They also have a dynasty in wrestling and college wrestling bets are becoming more popular at Pennsylvania sportsbooks.

Pitt Panthers

The Panthers represent the University of Pittsburgh, but most people refer to the team as simply Pitt. The Panthers play in the ACC, a tough conference to climb to win in either football or basketball. Villanova Wildcats

A member of the hallowed Philadelphia Big Five, the Villanova Wildcats men’s basketball program represents one of the sport’s most successful teams.

The Wildcats won the NCAA Championship in 1985, 2016, and 2018. Coach Jay Wright guided the team to much of its recent success. He retired after the 2021-22 season however so the program is resetting a bit. The Wildcats played in the 2023 NIT this year but lost in the first round.

Future March Madness appearances for the Wildcats will be available for wagering at Pennsylvania’s sportsbooks with no restrictions.

NCAA Division I Programs

Altogether, Pennsylvania has 14 Division 1 programs, but Penn State, Pitt, and Temple are the only universities that play at the bowl level in college football. You should have quick access to their odds each week during the college football season.

FCS odds are harder to come by, but eight Pennsylvania teams play football at that Division 1 FCS level. You may find spreads or moneylines for them later in the week during the football season. Once the regular season ends in November, FCS playoff odds are a little easier to find.

Remember, Lehigh and Lafayette have the distinction of most played rivalry in college football. The teams have met in “The Rivalry” 159 times — make that 160 times when they play again on Nov. 23, 2024.
