The sports betting legalization effort in Oregon was always ahead of its time.

It all began when Oregon pushed for and legalized a parlay-style game called Sports Action. This was effectively a state-run sports betting game akin to the lottery, except participants could place parlay sports bets rather than placing cash on lottery numbers. Oregon was actually one of the four states exempt from PASPA, which was initially passed in 1992.

However, Sports Action was dissolved in 2007 and it was only in 2018 when the Supreme Court finally removed PASPA, that sports betting legalization kicked into high gear again. The Oregon Lottery pushed quickly to bring regulated wagering back to Oregon residents.

The Chinook Winds Casino Resort actually beat the Lottery to the punch and offered a retail sportsbook in August 2019. However, the Lottery soon followed with the only online sportsbook in October of the same year.

These days, the push for future sports betting freedom has continued. Gov. Kate Brown has backed the current HB 2127 bill that recently received its first reading in the Oregon House of Representatives.

It’s a six-page bill that includes references to fee structures and a few provisional regulations to get the ball rolling. However, it also intentionally spares on other details, such as what the actual sports betting tax rate ought to be for players and providers, likely to leave room for some debate and discussion in the House and Senate.

With Kate Brown and similar legislators moving to expand sports betting in Oregon, it’s likely only a matter of time until more sportsbooks bring their mobile apps to this region.

How To Place A Bet In Oregon

Current Oregon residents have two ways in which to place sports bets. They can either visit a Native American retail casino or place a bet using the Oregon Lottery-operated app Scoreboard.

Visit a Retail Casino

There are two retail casinos that Oregon residents can visit at the time of this writing. These are the Chinook Winds Casino Resort, which is a tribal-owned casino in Lincoln City on Oregon’s coast, and The Mill Casino & Hotel, located in North Bend.

Both casinos have self-service sports betting kiosks. These are basic retail sportsbook operations and the mobile app and online website are usually thought to be superior. For one, you don’t get the same experience using these self-service kiosks as you do participating in sports betting with others in a major casino environment.

For another, the kiosks don’t have the same wealth of data and betting options compared to Scoreboard. Suffice it to say that Oregon’s retail sports betting options are pretty limited even though it was technically one of the first states to offer this to its residents.
